Lockout/Tagout (LOTO): The absolute first step. Isolate all incoming and outgoing power supplies to the panel and the associated circuit breakers. Apply locks and tags to prevent accidental re-energization.
Voltage Verification: Use a calibrated voltage detector to confirm that all circuits within the panel are de-energized and "dead."
Earthing/Grounding: Apply temporary safety earths to busbars and cables within the panel, especially on HT sides, to discharge any residual voltage and ensure a safe working environment.
Personal Protective Equipment (PPE): All personnel must wear appropriate PPE, including:
Insulated gloves (rated for the voltage level)
Safety helmet with face shield (especially for potential arc flash hazards)
Safety shoes
Arc flash protective clothing (if working near energized or potentially energized parts, as per arc flash study)
Insulating mats.
Work Permit System: A valid "Permit to Work" must be issued and strictly followed.
Trained Personnel: Only qualified and authorized electrical engineers/technicians with relevant licenses (e.g., from the Electrical Inspectorate in Andhra Pradesh for HT installations) should perform these tasks.
