Lockout/Tagout (LOTO): The absolute first step. Isolate all incoming and outgoing power supplies to the panel and the associated circuit breakers. Apply locks and tags to prevent accidental re-energization.

Voltage Verification: Use a calibrated voltage detector to confirm that all circuits within the panel are de-energized and "dead."

Earthing/Grounding: Apply temporary safety earths to busbars and cables within the panel, especially on HT sides, to discharge any residual voltage and ensure a safe working environment.

Personal Protective Equipment (PPE): All personnel must wear appropriate PPE, including:

• Insulated gloves (rated for the voltage level)

• Safety helmet with face shield (especially for potential arc flash hazards)

• Safety shoes

• Arc flash protective clothing (if working near energized or potentially energized parts, as per arc flash study)

• Insulating mats.

Work Permit System: A valid "Permit to Work" must be issued and strictly followed.

Trained Personnel: Only qualified and authorized electrical engineers/technicians with relevant licenses (e.g., from the Electrical Inspectorate in Andhra Pradesh for HT installations) should perform these tasks.
